Meridian Retaining Walls serves homeowners inside Meridian city limits whose retaining wall has to meet the city’s permit and lot-line rules. The big one first. Building Services requires a Residential Miscellaneous (R-MISC) permit for a wall over 4 feet, measured from the bottom of the footing to the top of the wall.

A shorter wall isn’t off the hook if it holds up extra weight, what the code calls a surcharge. Ask Building Services which permit that takes. Lot size matters too: in the R-8 zone the minimum lot is 4,000 square feet. The city issued 281 miscellaneous residential permits in the fiscal year ending September 2024, and the 2024 American Community Survey puts the median owner-occupied home here at $557,400.

Retaining wall services on Meridian lots

  • Low stacked stone garden retaining wall with flat capstones between two lawns

Retaining wall along a rear or side lot line

For a grade change at the back fence or between side yards. The city’s handout gives typical easements of 10 feet at the rear and 5 feet on interior sides, so put the easement on your sketch. Idaho’s wider rule is on the retaining wall permits page.

  • Wooden rail fence standing on a low stone retaining wall beside a lawn

Retaining wall with a fence on top

For two lots at different heights, where wall and fence are planned together. In that case, city code allows a fence no higher than 6 feet above the highest grade within 5 feet of the shared boundary. See retaining wall installation.

  • Irrigation ditch running through dry open ground toward low hills

Retaining wall near a creek, drain or ditch

For lots along Five Mile or Ten Mile creek and the city’s named drains. Any encroachment on a ditch needs written approval from the irrigation or drainage entity, so get that letter early. More on retaining walls near canals.

How to get a retaining wall permit in Meridian

  1. Measure from the bottom of the footing The city’s handout counts from there to the top of the wall, so the buried part counts too. If your design comes near 4 feet, ask Building Services how it measures before you settle it.
  2. List what sits above the wall One block manufacturer names patios, swimming pools and driveways as the common residential surcharges.
  3. Check where the wall lands Easements, protected ditches and the floodplain overlay apply at any height.
  4. Get engineering where the code calls for it The residential code as adopted in Idaho requires engineered design for a wall retaining more than 48 inches of unbalanced fill, or for a wall more than 24 inches tall that resists loads besides soil. The state engineering board says an Idaho licensee must prepare those plans, even when it’s your own lot.
  5. Apply for the permit: R-MISC for a wall over 4 feet The city’s Building Services office is at 33 E. Broadway Avenue. Hiring someone to file it? Idaho’s licensing agency says a contractor without state registration cannot obtain a building permit.

What does the R-MISC retaining wall permit cost?

Meridian’s residential fee worksheet, dated June 1, 2026, starts the building permit fee at a $50.00 base, plus an amount based on the work. Get the figure for your own wall from Building Services before you budget.

Public Works bills separately. Its fee list dated March 5, 2025 shows $30.57 for an initial floodplain development permit review and $46.28 for an initial drainage plan review under 1.5 acres. Whether you pay either one depends on your lot.

For what the wall itself costs, see the retaining wall cost page. If yours is close to the 4 foot line, call us with how much of it shows above ground and what sits on top.

How long does a Meridian retaining wall permit take?

The city lists a residential permit at 7 to 10 business days from submittal to approval with in-house review, and inspections on the next business day. Those figures are as last published by the city in 2021, so confirm them when you apply.

Don’t let a permit sit, either. Meridian treats one as abandoned after 180 days without correction responses, pickup or inspections. First extensions are typically 90 days.

Outside city limits it’s a different office, and the Treasure Valley areas page lists each one.

Protected waterways Five Mile, Eight Mile, Nine Mile and Ten Mile creeks, South Slough and the Jackson and Evan Drains. Encroaching on a ditch takes the irrigation or drainage entity’s written approval. City code, October 2026.

Frost depth, hardpan and soil reports under a Meridian wall

Meridian’s code sets a 24 inch frost line and Seismic Design Category C. Concrete trade guidance puts a poured wall’s footing at least 2 feet deep and below the frost line.

Two feet down is also where the ground can change. The federal soil survey puts a cemented hardpan at 20 to 40 inches in the Purdam soil, which is extensive in southwest Idaho. Twenty-four inches falls inside that band, 4 inches past its top, so a footing dug to frost depth in that soil meets cemented ground. The survey doesn’t map single lots, so ask for a test hole before anyone settles on a price.

Good to know The city’s design criteria sheet of November 9, 2023 says a geotechnical report is required for structures in seismic areas and for basements. Ask Building Services whether that covers your wall before you accept a quote that leaves the report out.

What to look for in a Meridian retaining wall quote

  • The permit named R-MISC if the wall is over 4 feet, and who files it, in writing.
  • Height from the bottom of the footing The number the office will measure, not the height above the lawn.
  • Easements drawn on the sketch Taken from your plat. Settlers Irrigation District tells homeowners that easement locations are in their closing documents.
  • The ditch owner’s written approval Where a ditch or drain is involved, the irrigation or drainage entity’s letter belongs with the quote.
  • Frost depth and footing For a poured wall, a footing depth stated against the 24 inch frost line, and a line for what happens if the trench hits hardpan.

Meridian retaining wall permit questions

What size retaining wall needs a permit in Meridian?

Over 4 feet from the bottom of the footing to the top of the wall, per the city’s handout. A wall supporting a surcharge loses the exemption at any height.

Can a retaining wall be on the property line?

Check your plat first, because the easements run along the lot lines. If the Nampa & Meridian Irrigation District holds it, the district requires a license agreement for any encroachment by structures or landscaping. Another district holds yours? Ask it before building in or near the easement.

How much is a retaining wall permit in Meridian?

A $50.00 base plus an amount based on the work, on the worksheet dated June 1, 2026. Building Services can give you the total for your wall.

Is my lot in Meridian’s floodplain overlay?

Ask the city. Inside the overlay a floodplain development permit comes before any development, fill included.
