A driveway retaining wall in Meridian is one of two jobs, and Meridian Retaining Walls helps with both: the wall beside a driveway and the wall that holds one up. Here’s what changes the job: under Idaho’s adopted residential code, a wall more than 24 inches tall needs engineered design once it resists loads besides soil, and a load like that (a surcharge) also ends the 4 foot permit exemption.

If your wall holds up a driveway, a parking pad or an RV pad, or sits just below one, what parks above it matters as much as its length and height. Take a wall 30 inches tall. With a parking pad bearing on it, it can need both a permit and an engineer. With soil only above, it needs neither.

Driveway retaining wall services in Meridian

  • Weathered retaining wall cap with moss and staining below a lawn slope

Retaining wall holding up a driveway or parking pad

A wall with vehicles above it is planned around the load and the height, with stamped plans where the rule applies. Driveways are among the common residential surcharges named in block manufacturer guidance, and past 24 inches tall the wall belongs with engineered retaining walls.

  • Low stacked stone garden retaining wall with flat capstones between two lawns

Retaining wall below a driveway cut

A wall beside the drive that holds soil only can go in block or as one of the concrete retaining walls. No building permit is needed up to 4 feet from the bottom of the footing unless the wall supports a surcharge.

  • Curved backyard retaining wall of stacked stone with a flat cap and flower beds

Low wall at the driveway entrance or street corner

An entry wall or a corner-lot wall has to leave the sight line clear. Meridian’s clear vision triangle runs 20 feet along the road by 10 feet along a driveway, with a 3 foot maximum inside it for the things the code names.

What does a driveway retaining wall cost?

A driveway retaining wall is priced by length, height and material like any other, plus the two extras a load above can bring: engineer time and a permit. The figures below are typical national ranges.

What Typical price
50 linear ft of wall, 2 ft high $2,000 to $6,000
50 linear ft of wall, 4 ft high $4,000 to $10,000
50 linear ft of wall, 6 ft high $6,000 to $18,000
Poured concrete, per sq ft of wall face $20 to $40
Poured concrete wall, 40 ft by 3 ft (120 sq ft) $2,400 to $4,800
Structural engineer time $100 to $200 an hour
Permit $40 to $450

National cost guide ranges from January 2025 (lengths and engineer time) and October 2026 (concrete and permit). They change over time and with the site.

Read these as general ranges for retaining walls, not a quote or an estimate for yours. On a driveway wall the price moves with the load above it, the height and length, the wall type, and whether engineering and a permit are needed. Other sizes and wall types are worked through on the retaining wall cost page. Call us, say what parks above it, and we’ll help you find a local contractor to price it.

How long does a driveway retaining wall take, and can you still park?

The permit part has a published number. Meridian lists a residential permit at 7 to 10 business days from submittal to approval, as last published by the city in 2021, so confirm it with Building Services before you plan around it.

Parking is the harder part. Don’t count on using your driveway while the work is going on. For geogrid walls, the manufacturer’s installation guide keeps heavy equipment at least 3 feet from the back of the wall. The masonry association’s note on reinforced block (CMU) cantilever walls says backfilling must wait until the masonry has gained sufficient strength or is braced. The same note says heavy equipment should stay back from the top of the wall by a distance equal to its height.

Ask for the build days in writing, and where the cars go in the meantime.

Does a driveway retaining wall need a permit or an engineer?

It depends on what counts as a load. A surcharge is any added weight above a retaining wall, and a block manufacturer’s guide names patios, swimming pools and driveways as the common residential ones. One Virginia county’s checklist adds parking areas, roadways, building foundations and slopes steeper than 3 horizontal to 1 vertical.

Where the wall sits Permit Engineer
Under a driveway or parking pad The 4 foot exemption doesn’t cover a wall supporting a surcharge. Meridian names its Residential Miscellaneous (R-MISC) permit for walls over 4 feet. For a shorter wall under a load, ask Building Services, 33 E. Broadway Avenue, which permit applies. Engineered design for a wall more than 24 inches tall that resists loads in addition to soil.
Below a driveway cut, soil only above None up to 4 feet from the bottom of the footing to the top of the wall. When the wall retains more than 48 inches of unbalanced fill.
At the street or a corner The two tests above still apply, plus the sight line rules further down. The two tests above.

Row two has a catch. Meridian measures from the bottom of the footing to the top of the wall, not from the driveway or the lawn, so part of the height is underground. Ask your building department how it measures before you settle on a design near 4 feet. The retaining wall permits page covers the detail.

Once engineering is required you can’t draw the plans yourself. Idaho’s engineering board says such plans must be prepared by an Idaho licensee, and owning the property doesn’t change that (guidance dated January 23, 2026).

Which wall types suit a driveway retaining wall?

  • Poured concrete or reinforced block (CMU) Reinforced block cantilever walls need a footing below frost depth and are designed to safety factors of at least 1.5 for overturning and sliding. Ask for the footing depth in writing.
  • Segmental block with geogrid Block manufacturer guidance calls for backfill compacted to 95% Standard Proctor in lifts of 8 inches or less. It also wants a fence at least 3 feet behind the wall. Put it closer and you need a design professional, and a gravity wall without geogrid usually won’t do.
  • Boulder walls Federal rockery guidance counts traffic as a surcharge and treats it as equal to 2 feet of extra soil above the wall.

How each goes together is on the retaining wall installation page.

Driveway retaining walls at a street corner: the vision triangle

A wall at the mouth of a driveway has a second test: can drivers see over it? Meridian’s code sets the clear vision triangle at 40 feet along each road at a street intersection, and at 20 feet along the road by 10 feet along a driveway or alley. Inside it, fences, berms, ground cover and signs may not exceed 3 feet above the lowest adjacent street grade.

Good to know Meridian’s text names fences, not retaining walls. Ask Building Services how it treats a wall inside the triangle before the height is fixed.

A fence on top changes things again. In Meridian’s residential districts a fence in the required street yard is limited to 3 feet if closed vision and 4 feet if open vision. It needs a fence permit and is barred within 3 feet of a utility box or meter. Behind the city rule is the state default. It bars walls and fences between 3 and 10 feet high within 40 feet of an intersection, and lets local authorities set their own standard.

What a driveway retaining wall quote should include

  • The load, in writing What sits above the wall and how tall the wall is. The 24 inch rule depends on both.
  • The safety factor At least 1.5 against sliding and overturning under the adopted building code, or 1.1 when earthquake loads are included.
  • The equipment setback On a geogrid wall, heavy equipment at least 3 feet from the back of the wall, per manufacturer guidance.
  • The registration number Idaho’s licensing agency says a contractor without registration cannot obtain a building permit, so the number matters before the first block.

Driveway retaining wall questions

How much does a driveway retaining wall cost?

For 50 linear feet of retaining wall, typical national prices run $2,000 to $6,000 at 2 feet high and $4,000 to $10,000 at 4 feet. Those are general 2025 figures, not a price for your wall. Engineer time, typically $100 to $200 an hour, comes on top where the code calls for a design.

Does a driveway retaining wall need to be engineered?

Yes, when it is more than 24 inches tall and resists loads in addition to soil. A wall holding soil alone reaches that point later, at more than 48 inches of unbalanced fill.

Can I park next to a retaining wall?

Ask whoever designed it. If nobody designed it for a load, use the code’s line as your guide: a wall over 24 inches tall that carries more than soil was supposed to be engineered. The published distances cover construction equipment, not parked cars.

How close can a driveway be to a retaining wall?

Where a wall is engineered, the plan sets the distance. Block manufacturer guidance gives 3 feet twice, as minimums: heavy equipment from the back of a geogrid wall, and a fence behind a wall. Neither is a setback for a finished driveway, so ask the engineer or the building department about yours.
